What are passport issues for a longer stay, where’s good safe lower rent neighborhoods for apartments near Metro? Any good resources to find apartments? She’s doing online school, so we can travel, need internet.

You need a passport of course, for short periods you don’t need more than that as US and France have a no visa program for tourists. The best thing to do is to contact the American Embassy in Paris. They have an internet site where you have all that information :

Metro inside Paris is always close, it was built with the idea that any metro station had to be at between 5 to 10 mn walk max from any place. Lots of people do not even have a car in Paris. However for low rent you’d better live outside Paris, in the close suburbs. There is a good train/metro/bus system that will bring you inside Paris in around 30 minutes. Paris is suffering a housing shortage right now and cheap means mostly not very good.
To find an appartment there’s plenty of web sites in English offering rental in and outside Paris. Google flat (or appartment) rental Paris. Be aware that room is dear in Paris and appartment sizes much smaller than you can be used to.

For an appartment (non-furnished) in Paris, 50 m2, middle range price, one bedroom, one main room, kitchen, bathroom expect around 1000 € per month. Close suburbs can be cheaper.
Internet is easily accessible, either through telephone line or cable if the building has been upgraded. All you need is is a subscription. The main French telephone company offers that service too so you don’t need to shop around if you don’t want to bother.
To find help better contact one of the many American organisations in Paris, that way you won’t be lost in a foreign city without knowing the in and outs.
