Can I go to live in Paris?

It’s been my dream to live in Paris since I was about 11, and I plan to study French and Russian at university, so I will be fluent in French. I am English, so I’m an EU citizen – does this mean that I could just fly out to Paris and live there, or would I need documents in order to get a job?
Also, what is a feasible amount to pay per month to rent an apartment on a salary of about 22,000 Euros a year?

You can just go and live in Paris without having to change your citizenship, but you’ll have to have a “stay-permission” (I don’t know what you call it in the UK) for the governments to make sure where you’ll have been.
And Paris is a very expensive place to go on rent. A 100m^2 flat in center of Paris is US $ 2500 – 3000. So the salary you will get will most likely not be enough for you.
The annual salary of 22K means that you’ll get more and less 1400 Euro per month. Remember that the following year you’ll have pay about the same amount as an income tax, on top of the local tax (about 450 Euro for a 27-sq-meters studio). It’s highly advisable to save up each month to pay for these taxes.
I’d say that you’ll have 700 Euro max (including utilities, like, electricity, water, gas and internet/cable tv/phone). This amount will enable you to rent, depending on the area, a studio less than 25 sqm.
Yes, Paris is very expensive. But it’s not impossible with 22K job.

As an English and therefore EU citizen you do not require special permission or permit to live and work in France.
Once you are there you need to apply for a Carte du Sejour with the local prefecture of police. They will want to see your passport and proof of where you are living.
Paris is, indeed, a very expensive city but not any more so than London. Moreover, the public transportation system is even better than that of London (which is quite good of course) which makes apartment hunting a bit easier.
